Did IIII Doooo That?

Looks like our buddy Ken Blackwell has gotten himself into another privacy mess. Honest mistake or not (and I seriously doubt it was), how many times does this guy need to do this before people are convinced that he's just plain incompetent and/or unethical? And this is who gets trusted with running the elections?
