A new enemy?

Apparently, the White House has decided that people are confused about who we are fighting in the war on terrorism. After 4 years of hearing this amorphous term terrorists, we now have been introduced to the following gem of rhetoric, Islamic fascists.

What exactly does that mean? Why use a term like fascist? Are they the same terrorists that we have been fighting over there so we don't have to fight them over here? Or have they progressed from savage terrorists to nationalistic strong men?
