"Vulnerable and helpless"

Something else in the AP article about the SD abortion ban caught my eye.

"In the history of the world, the true test of a civilization is how well people treat the most vulnerable and most helpless in their society," (Gov. Mike) Rounds said.

I suppose this 10-year old is not vulnerable enough or helpless enough in his eyes.
