My guess is that the Republican Leadership didn't watch enough Schoolhouse Rock. A legislative watchdog group filed a law suit to block the budget bill that arrived on the president's desk, different than the one that passed the Senate. So much for the legislative process - Republicans aren't ones to follow rules.
