Incompetence

The Bush administration has mismanaged every disaster that has hit the country since 2001, despite early warning. Remember the "Bin Laden determined to strike" PDB? Now we find out that Katrina was no different; these asswipes knew about it but were too inept to do anything.

The documents are the latest indication that the federal government knew beforehand of the catastrophic damage that a storm of Katrina's magnitude could cause.
