Why does the Cincinnati Water Works insist on sending its bills in upside down envelopes? Did they buy a huge supply of defective ones and are just trying to deplete the inventory?
Forgot to say that I believe those envelopes were sealed upside-down. Perhaps they've changed to nonreusable but the mailing machinery is set up for the old ones.

They used to mail the bills in envelopes which you could re-use to send your payment back in.
It required a little dotted tear-line action and origami.
