A quick, back-of-the-envelope calculation shows that if you started at noon on January 17 and ended at 4AM January 21, you could spend 15 minutes in each one, allowing for 10 minutes travel between each bar and no sleep.
Of course, you'd miss the inauguration. By keeping it down to 14 minutes per bar, you could set aside about three hours and 33 minutes to attend the parade and swearing in.
