Iraqi forces standing up

You know how Bush is always saying, "When the Iraqi forces stand up, we'll stand down?" Well, it turns out, there is a slight problem. Apparently, the Iraqi forces are standing up, but we can't stand down because the stand-uppers are shooting at us.
