Who Supports Terrorism?

According to this story from All Things Considered, people who paid ransoms to terrorist groups to free their kidnapped loved ones do--and can't be given asylum here as a result.

So, let's apply this logic to another example. The CIA gave money to Osama Bin Laden and Afghan rebels in the late 80s to fight the Soviets. On September 11th, 2001, Osama Bin Laden masterminded the worst terrorist act in US history. Does that mean that the CIA supports terrorism?
